Outdoor EMV Readiness
As we approach the April 1st Outdoor EMV (OEMV) deadline, the liability for fraudulent transactions will shift from the card issuer to merchant locations. If merchants are not equipped with OEMV hardware and software, they will no longer be protected by card issuers. While Point of Sale (POS) providers are developing software to meet OEMV requirements, it is ultimately up to merchant locations to be ready for the liability shift.
Proactive steps merchants can take to be protected from fraud and liability:
- Enable Address Verification System (AVS) to assist in deterring fraudulent transactions
- Set fuel velocity limits to limit fraudulent exposure
- Use security stickers to help identify if POS hardware has been tampered with
- Use security cameras at the register and dispensers
- Have a scheduled inspection routine to monitor all indoor and outdoor equipment to ensure no tampering has occurred
- Consider limiting dispenser operations to specific hours of the day
While POS software upgrades will be required to fully enable OEMV transactions, merchants must also have OEMV capable hardware and infrastructure in place to process OEMV transactions. Proactive Steps merchants should take to be ready for OEMV software:
– Consult your Authorized Service Contractor (ASC) to ensure proper outdoor EMV dispenser hardware is installed, including:
- EMV Hybrid Card Readers
- Encrypted PIN Pads
- Updated dispenser circuit boards
- Updated forecourt controllers
- Forecourt infrastructure, i.e. proper wiring or wireless technology
Being ready for OEMV is the responsibility of each merchant.
